The Tallneck atThe Shining Wastescan be reached during the Main QuestThe Wings of the Ten. During the unmissable story mission, Aloy will acquire the ability to craft theSunwingOverride. After obtaining it, you will need to locate a Sunwing and override it. These can usually be found directly above The Base, atop the mountain peaks.
After overriding and mounting a Sunwing, simply fly to the nearby Tallneck, usingR1andR2to adjust your height accordingly. Once at the top of the Tallneck, override it to widen the search area on your map. For the Main Quest, you will need to collect theHorus Energy Cell, which will be in the northwest section of the map.

You will likely reach the Main QuestThe Wings of the Tenat aroundLevel 30. Depending on your play style, you should unlockThe Shining Wastesregion and the Tallneck after passing the 20-hour marker.
