Moves that are used by Pokémon of the same type have their base damage increased by 50%. We call thissame-type attack bonus(STAB). Thunderbolt and the move your Rotom learns when it changes forms are going to be its STAB moves.
Shadow Ball is just there for more coverage. It’s a powerful Ghost-type move and is super effective against Psychic and Ghost Pokémon, which are abundant during the night. Thunder Wave is there to inflict paralysis, which makes wild Pokémon easier to catch.
